I do completely agree with you, that you shouldn't victim blame and that drivers need to be aware of their surroundings

But as a driver I had a scary experience, where driving home from work in the middle of winter in the pitch black, with rain that was absolutely bouncing, so my wipers were on full blast, I had a green light for turning right off of a main road onto a smaller yet still busy road

Well I indicated (even though I was in the right turn filter lane I still always indicate) and made the turn, but as my vision through my front window rounded there were two girls dressed all in dark clothes in the middle of the road!

I hadn't seen them through my side window due to the rain streaming down it and it was only when my front window was facing them did I see them so I did an emergency stop in the middle of this junction. they backed up to let me pass while shouting abuse at me. Obviously they had a fright but so did I!

Since then whenever I walk to work I wear a high Vis vest.

Drivers shouldn't make excuses and need to be aware of their surroundings, yes. But on dark wet nights it is more dangerous and high Vis just makes things that little bit safer.
