It depends if there is a loading restriction. This would be indicated by kerb markings and/or the sign.

Double yellow lines mean no waiting at any time, but that's not to say you can't be loading/unloading. If there are double kerb markings too or the sign says no loading, then they can't stop there. If the sign doesn't mention loading and there are no kerb markings or single kerb markings, then loading would be permitted.

If a parking attendant comes along, and loading is permitted, they would only be able to issue a ticket if there had been no activity at the vehicle (no actual loading/unloading) for a period of ten minutes.

So as long as something is taken from or taken to the van at least every ten minutes, then they'd be fine.
