Estonian here, yup - we need to wear reflectors in darker times, it's not the case of a high visibility vest but a cute reflecting item on a string. I have also seen school kids wearing high visibility collars/vests in Switzerland.
Having said that, I don't think this will help here. Back home the pedestrian is king and has priority on unregulated crossings, cars always stop to give way (there are also generally more of them in Tallinn). In winter, there is snow and ice on roads so any extra precaution makes sense there. Similarly, pedestrians can't cross on red lights, I know people who got stopped by the police and got told off for doing this. Both people and drivers are quite cautious.

In Glasgow it's the wild west, I am at the Charing cross, there is a green man, I am trying to cross and make eye contact with the drivers to make sure they don't run over me because they are anxious of getting into the right lane. It is the same case further down by St Vincent street, people just drive on read lights, they just don't look so the reflectors won't really help. I feel if Glasgow city council actually fined everyone at the Charing cross, they would be able to fill the budget hole.
