Some sort of “strict liability” should be in place like many places in Europe.
This means you are fiscally responsible for the person you hit but not criminally, until you can prove it was not your fault.
I also think that short term “ban” on driving. Perhaps a month or two from any accident too.
This could end up being counter productive as drivers may drive off due to harsher punishments.
