Under Scottish law, there has to be "corroboration", you can't get a conviction on one person's evidence, even if they are police.

If there was just a single officer in the car (and no video evidence etc.) a prosecution wouldn't get anywhere.

Occasionally a single officer will pull someone over in the hope they volunteer a confession, if you accept the ticket at the roadside then that changes things.
