The red-light cameras are expensive enough to put in place that they don't make much money in the long run.
Plus all the regular drivers (taxis etc.) know exactly where they are so never get caught by them. Like the bus gate cameras, the majority getting tickets are probably tourists or business drivers who don't know the town well.
