We have to make judgement calls yes. The majority of junctions don't have pedestrian crossings. So we have to look at the traffic and assess whether it's safe to cross. I'm being honest and saying I do also cross at roads where there is a green man, if it's raining and cold and no sign of the green man but it appears safe to cross. It's not illegal in this country to do so. There are junctions where if people didn't do this, the pavements would be blocked with queues of people. Shawlands Cross is a good example, especially around the start and end of school hours.
