I'm a 1 bed tenement too but I pick one room to heat and only put the one radiator on low for roughly 2-4 hours at night. I tough it out during the day (WITH SINGLE GLAZING).
I'm roughly £100-150 pm I think. I only put the other ones on to dry washing
