I live in a detached house (not even a new one) and I pay less than half of what you pay.

I think the issue for you (from other comments etc.) seems to be insulation. If you own the place, maybe look into that.

If you rent currently, maybe have a word with the landlord. Phrase it in a way where it seems like their best interests ("Oh I'm concerned about the damage the cold and damp may be doing to the property" etc.). In an ideal world this wouldn't be necessary but landlords can be pretty negligent when it comes to the wellbeing of their tenants. If your landlord won't do anything, it might be best to find a new flat.

In the meantime, you can do little things like getting draught excluders or wearing a thermal base layer. Also, a cheap dehumidifier may actually save you money in the long run (a humid space is colder in the winter and hotter in the summer).

EDIT: Also check what tariff you're on. It may be cheaper to switch to a different tariff, although they're all pretty bad right now.
