If it was kids tearing around on dirt bikes, infrastructure changes wouldn't make a lot of difference to the situation. It's not as if a speed bump is going to slow them down much.
Police often won't chase mopeds, scooters, etc. as it's deemed to be too dangerous.
So that arguably leaves anyone free to speed around with impunity, until their luck runs out and something like this happens.
