Context: this is a lane near where I live. One of the most heavily fly-tipped ones I've seen. The council refuses to clean it up as it's "private", but also refused the planning permission for residents to install gates to stop fly-typping. The refusal was on the grounds that gates would not fit in the spirit of local architecture (even though same street, next block over has gates), and that despite being private the lane has to provide public access (despite there being two public streets leading the same way parallel to the lane, only 40m and 60m away).

It doesn't matter that the local residents have organised themselves and fundraised to get gates installed and stop fly-tipping - the council now seems to actively want to prevent us from stopping rubbish dumping.
