Councils are massive arseholes. Complain to your councillors (I am sure you already have), contact the press, find other people in the same situation, fit cameras, contact your MSP, contact your MP.
Yes, this may be out of the last twos' remit; but the council will do fuck all with our an iron clad boot up their arse.
