Well it’s no as simple as one guy walking round making sure they open and close. They would easily kill someone if they fell out, and if they are the same way they were when I was there then they are screwed into wood. Some wood was rotting when I attended around 7 years ago so it’s bound to be a shambles. Aside from organising a contractor to come in, everything needs to be okayed from multiple levels as the cost would be massive to replace every window / even just pay a contractor to quote replacing them. It’s likely going to be a while longer before anything changes
