Comment	I don’t think international students should pay council tax. They’re already subsiding the home students (we charge them £25k for a masters). And many international students are not wealthy; undergrad and masters students are often relying on loans and living in poverty. PhD students only receive around £17,500 a year if funded. If an international student has family with them that does not go far.
