Scotland’s budget isn’t getting cut like councils

The Councils budget is getting cut by Holyrood and more and more fixed Government spending is being directed from Holyrood while not having budgets increased, which means councils must fund Holyrood directives, free under 22 bus travel for example. It’s a great policy, but these cuts in services and price increases are the result of it.
