| Comment | Indeed, the reality of council tax is that it makes up a relatively small proportion of their overall budget, but central government loves to make it seem like a much larger portion so they can pass the blame for underfunding down to councils. Never mind that council tax is the least progressive system in the whole of the UK, and councils **have** to use the same band multipliers/thresholds, so any change councils make to council tax will inherently hurt the poorest the most. |
