I do believe that lack of enforcement of the littering laws is actually a bit part of why the problem has gotten so much worse over the last few years.

[Before 2020, there was on average 8,000 littering fines issued per year](https://www.glasgowtimes.co.uk/news/18497152.revealed-tens-thousands-fines-dished-glasgows-litter-bugs/). And in 2022? [Only 12!](https://www.glasgowlive.co.uk/news/only-12-people-glasgow-handed-26107515) Are you telling me that people of Glasgow have suddenly stopped throwing rubbish out? Of course not. GCC probably just axed all the environmental enforcement wardens over the pandemic because they thought they were not needed with everyone staying indoors. And now they got used to not paying those salaries and won't bring them back because it's too expensive. What a joke.
