It's not just the council, but they are the ones with the power to make the change (albeit not the funding). What this needs is a really big effort from the ground up.We need enforcement officers with the actual power to fine or impose community orders on offenders. We need more cleansing workers to ensure bin collections are regular, bins aren't overflowing, and streets are swept. We need more street bins, make it easy not to litter and less people will do so. Finally there needs to be a real concerted effort at schools and in the community to educate people into a mindset where littering is not acceptable.

But that's very easy to type, not so easy to do in practice.
