It makes sense for some things, e.g. irregular tasks that require specialists, but I'd agree with you for day-to-day activities (like putting fuel in a bus, or cleaning it).
It probably wouldn't be too difficult to discourage with taxation either (reduce VAT exemptions for B2B trading maybe?).
