How bad is the noise, and what times are you hearing it? If it's outside reasonable hours then you have grounds to complain to the council if it's excessive. I'm thinking about routinely having parties that go on after 10pm, for example. A few footsteps when someone walks from couch to bathroom at 7 in the evening though is something you're just going to have to live with.
In my experience, just about every flat has the potential to have a noise problem. Most of it comes down to your neighbours which, as you mentioned, could change at any time. |
