As soon as any driver passes the mandatory speed limit sign (40 in a red circle) sign they must be driving at that speed. You can’t look at the car in front and think since they’ve ignored it so you will too. You don’t get to choose what you think is safe. The speed limit is by law the absolute upper limit.
