It's because it's next to the river.

I don't think anything is being dumped into the river at that location now (I may be being very naïve), but it certainly did when it was first build about 150 years ago.

As far as I know there isn't a 'processing unit' there now. It's simply that the massive pipe that allows sewage to flow parallel to the Clyde between the different parts of the city to the west and to the east of the River Kelvin passes that point. You can see it from the Dumbarton Road bridge. Usually when the weather's warm, it heats up and stinks the area out. There's not been much wind in recent days, so that's probably what's contributing to the smell hanging around.
