There isn't enough being done to keep beggars off the street. Either in terms of enforcement or social care depending on your perspective.

Quite often they can park themselves just about anywhere including right outside the front door to some flats on the main roads and it'll be ages before anyone comes along to move them. Once they do, "move them" is literally all that'll be done. The police show up, tell them to shift, then they circle the block and come right back 5-10 minutes later.

The drop off is noticeable in how common it is to see a street beggar once you leave the city centre.

You'll find the majority of them on Sauchiehall, Argyle, and Buchanan streets.
This is because that's the main drag filled with foot traffic and the best chance of making some money.
