This is the problem in these cases - you can never get a majority vote to dismiss an HA factor, because the HA owns the majority of properties so has the majority of votes
Usually, though, this is a good thing because it means the factor has an interest in the maintenance of its own building, I'd always take an HA factor over a private one |
