If you are making a like with like replacement you'll need listed building consent, but that's a free planning application that's easy enough to do, and I do that crap every other week so I'll give you a hand.
If you are trying to change the design or materials though I'd give up now, if it's listed they won't let you do that.
Also personally I'd advise to keep the windows and repair them if they are original. The materials these days, and some workmanship just isn't as good. If the sashes are buggered you can have just them replaced. |
