| Comment | I blame the council not because they don’t pick the litter but rather because they don’t take any action which could influence the culture of littering. Last year only a total of 12 littering fines were issued. Remove the sense of impunity lots of litterers have, make it clear it’s a socially shunned activity, and littering will go down. |
