Police in Scotland have discretion when it comes to anti-social behaviour. When policing a procession public safety is the primary concern and time taken confiscating drink and or writing ASB tickets is not necessarily the best use of two officers time. All depends on the exact circumstances.
What do you picture the officers doing when the band doesn't stop playing? A big lasso round them all? Pick a couple of the band at random and try and arrest them? Risking a full scale disturbance? |
