Usually you have to put a small amount into a general float fund when you move in, but that's just for small maintenance items - big works like this get costed and charged outright based on the deeds

Still way cheaper than renting, but yeah folk buying a tenement flat often overlook that they're buying a share in a decaying 120-year old building that's reached the end of its design life and will have maintenance costs
