Comment	Anywhere near livestock dogs should be on a lead at all times. Hope the cows are OK, but they got that dog a good one and it may not be. Also hope the owner can be traced and taken through the courts. Banning from keeping animals for life and covering any vets bills seems appropriate. Some people are too stupid/irresponsible to care for a rock.
