But it's pretty simple - having a disability is a financial disadvantage on top of everything else. Free parking allows disabled people to use cars where public transport might not be accessible for them for a variety of reasons. Often disabled people have no other option because of their disability.
Not being disabled isn't a protected characteristic, so it's not discriminatory. It's about an even playing field (and even with accessibility and help, let's be clear - it never is).
