Sounds fairly similar to the challenges in community pharmacy these days. Payment from the NHS for items dispensed has been cut year on year for 8 years now against a back drop of rising drug prices and running costs. The end result is pharmacies struggling to break even to the extent that the UK's second largest chain just put all 1300 of its pharmacies up for sale in order to stay solvent.
