The landlord is at fault, not your neighbours. Log all the correspondence with the landlord and get a lawyer to send them a delict. They need to address the noise issue through repair - probably by installing new underlay and carpet in the bedroom above yours. You could probably cost this yourself for getting quotes for your own room.
