I've seen them in other types of houses that are similar ages; it seems to depend more on ceiling height than anything else (i.e., if there's space for a pane, put one in).
It might have structural benefits as well, maybe it reduces the weight of stone walls supported by lintels if all the doors for the flats are in a vertical line?
