Border Collies are the most intelligent breed and require a lot of exercise - 4hrs plus a day. They need loads of mental stimulation or they go mental. I can’t imagine how stupid someone can be that would even own one whilst living in a flat. I don’t agree with dog owners living in flats anyway but border Collies, fuck me. I’d call animal cruelty...
