Reducing the speed limit will have the effect of deprioritising it as the default east-west route for many journeys in navigational apps (e.g. Google Maps), without necessarily downgrading the route. The effect will likely be that the M74 becomes the priority strategic east-west corridor for the Clyde Estuary, as it was always intended to be.

The city centre section of the M8 as we know it now was intended as the northwestern arm of the inner city motorway ring road. Not as the primary east-west route, but as a very close orbital express route on the west and north flank of the city centre. Hence it only initially being two lanes in each direction when built. If the whole ring road system was built, the city centre M8 would likely be viewed today as an 'expressway', not necessarily the main east-west route.
