Make recordings of the times and days and get video/photo evidence as a noise complaint to the council. Dog noise may not be enough ~ it is the car alarm that is over the decibel threshold for the noise complaint. Again log times and days the car alarm goes off. Most likely she will deny to the council it is dogs as she does to you. If you mention in your report you believe the property is rented and cannot find the landlord of the database I am sure they will want to look further into things. |
