I worked that job before and we left it to annoy other residents so the person responsible feels ashamed but they won't feel ashamed unless they're on Reddit in this case. Put notices up, add a camera in the area pointing out your window. Add cctv signs. It's not just the councils job to do all of this. A simple sign can scare these folk away. Or just confront them and tell them to take their shite away. The problem now is that nobody confronts anyone and it's all just people bitching online and this is why people do what they want. The UK is full of softies. The proof is in the prison system, where you've got pedos and child rapists going to jail, serving their time and being released untouched. What happened to all the hard men in the jail who would stab you for fucking around? Proofs right there. Nobody has pride in their home or their street.
