Take that to mean early stage option creation and cost benefit analysis. Only an early stage, but an essential one.
Or do you mean the metro project as a whole? Because that will be funded through the national transport budget. Not in one go, likely over the course many many years. But that doesn't necessarily involve the creation of new funds. A wide range of things are funded through national transport budget already. Priorities come and go, and this has been selected as a priority for funding over the next few decades.
