I've seen the small projects GCC do to try and brighten the place up. Can't even manage those. They are usually broken and/or vandalised within six months.
GCC are institutionally incompetent. I have no doubt this will be poorly planned, poorly run, and then probably sold off at a loss for a private company to gouge Glaswegians. Probably First Group. Again.
