Honestly, the best thing to do is eliminate their food source.

There isn't much can be done about them chewing through your plastic bins as rats will typically chew through most materials, including steel if they are stubborn enough.

It might be a pain, but instead of throwing your take-out food in your own bin toss it in the nearest public litter bin.

The worst thing you can do is have food packets and papers accessible to them, as they not only eat leftover food but they will eat the paper packets too. Rats have been known to eat paper, cardboard and plastic, they have become very adaptable to digesting all sorts of materials.
