Ive worked on construction sites and know health and safety, trust me its the fault of the company. They should have assessed the issue with the kids and dealt with it. All sites are vulnerable to kids getting in. If theres no way of stopping them then cover the manhole. The company knew and didnt do their job. Happens all the time.
