It is entirely the Contractor's fault - they did not secure the site despite repeated entries according to OP. And yes, they need to take whatever means necessary to protect the site as it is under their possession and the insurance company providing their cover will dictate that. Jeezo, so many people in this thread have no idea about construction and instead blame the victims.
