It's irrelevant. Kids, "bad parents" or whatever, occur everywhere. Its a known risk. If you operate a dangerous construction site it's 100% your responsibility to assess that risk and mitigate. That's the burden of responsibility under the law and that's exactly what the court has ruled on here. Shifting blame onto hearsay of 'bad parenting' is completely absurd and legally, nonsense.
