Ultimately we don't know why she has fallen behind and there could be a multitude of reasons. Private tenants have so few rights as it is and I'd be inclined to work with her to try and work out why she is unable to keep up the rent. Evictions are costly and take up lots of time, I'd be doing all in my power to avoid going down that route.
