Best thing for rats is a Jack Russell terrier - that's what they were originally bred for. They'll chase at rat and tear it to shreds 😬. My lazy old cat would just watch the mice, catch the odd one and bat it around for a while and let it go.
In the end, best thing for rodent infestation is poison. It's really the only way, sadly. But overflowing bins and litter is not helping.
