His end-game is probably more along the lines of stymieing progress as long as possible, allowing the building to fall into irreparable ruin and then collecting an insurance payout when the Council condemns the building and orders it be demolished.
It's worth noting, just a couple of weeks ago [Glasgow City Council *demanded* that he carry out repairs to the building or face enforcement action](https://www.thetimes.co.uk/article/sands-shift-for-owner-of-egyptian-halls-in-glasgow-zblkfj2vb) so it's definitely a bit suspicious to me that now, what... 10 days later, there's a "woe is me" article being pushed into the public domain by a different news source. |
