Why are you under the impression the bills and council tax are included within the rent charge? Has the landlord advised you of that or are you just assuming?

If he has provided a breakdown of what your rent covers and this includes the above, plus £80 for factoring, then it may be legit. Plenty of landlords add in a £50+ sum to the rent charges to offset and recoup factoring charges, though it's not usually something the tenant is aware of.

But please do not find yourself making payment of factoring bills or any additional charges charged by the factor as this is not your responsibility and lies solely with the landlord.
