I work in Paisley and live in Glasgow, the area around the high Street is actually pretty nice, purely from a bricks and mortar point of view and it's a hell of a lot clearer than Glasgow. With the shortage of housing it feels like turning a good chunk of the shop space around there into affordable/middle income housing could do wonders for the area.

It's a high street that definitely doesn't need two indoor shopping centers but if you had people that actually lived there you could absolutely support a mixed use/residential/shopping district.
