It's a little more complex.
Normally when you have a pest problem you buy over the counter poison or get someone in, the pests are exterminated and you go about your life hoping they're all gone.

With herring gulls, the species plaguing Glasgow, they're not allowed to kill them and during the roosting season nests are not to be disturbed at all.

Only in extreme cases would any intervention happen at that time, like a vulnerable person trapped indoors by a protective gull nesting right above their front door.

As for the rest of the time, since the gulls can't be killed, they need to employ elaborate nonsense to get rid of them like scaring them off with a hawk.

The end result is significantly more expensive and once the "exterminator" goes away, more just move in.
