Yeah, that is pretty soulless - but honestly for a tenement the EPC isn't awful; I reckon my 1 bed in Partick is probably about the same and I own it, its just the nature of the buildings. There are ways and means of improving it of course, but they're not exactly cheap, so if I wouldn't consider doing it for a flat I own and live in, I'd doubt any landlord out there would be willing to outlay to make their tenants lives better. Supremely shit situation. Doubling 2nd home council tax for AirBnBs etc is fine, but it doesn't really do much for the inner city situation, for renters, or to draw some money back out the leeches that hoarde property to get a rental income from. My solution would be to keep Council Tax as it is for single homeowners, cut it by 50% for renters, and charge landlords 100% of the council tax payment. GCC would see an uptick in income, it goes some way towards addressing the imbalance/inequality and gives the people who need it most a well deserved bit of respite.
